In principle, what Philip is saying is correct, in normal times, that is. But we are in year #7 of peak oil and armed conflicts about the 2nd half of oil have started (Iraq, Libya). We are already in an emergency situation. Yet, they have appointed tollway father Greiner to Infrastructure NSW. We don’t have 20-25 years time for PT solutions. It is too late for expensive rail tunnels. We may just be able to put electric trolley buses or electric rail on all toll-ways and arterial roads. But that requires a new set of politicians and professionals in all planning departments. People who have ended their love-affair with the car.
This is unlikely to happen. So when Arab unrest spreads to Saudi Arabia and/or Iran, I predict there will be car-pooling, biking, walk to school etc.
